Kofi Annan’s promotion to the his current rule followed his great success as the head of UN peacekeeping operations:

UN Secretary General Kofi Annan, who was head of UN peacekeeping operations in 1994, commissioned the report and was out for criticism for not passing on warnings about the impending genocide.

Mr Annan said he fully accepted the report’s conclusions.

Following his record of complete disconnect, Mr. Annan accusation , earlier this week, would have prevented would he know what the UN observers from Lebanon reported :

Beirut,Lebanon (AHN) - A Canadian UN peace keeper killed in an Israeli air strike Tuesday complained just days before that tragic incident that his position was being used as cover by Hezbollah terrorists attacking Israel.

In an interview on CBC Radio in Toronto, Major General Lewis MacKenzie (ret.) said he had been privy to e-mails received from the soldier over the past week.

Thanks Ingrid, I don't know yet about myself.
As for the UN incident - as I wrote before it was an accident, as was the friendly fire that injured 5 Israeli soldiers/ It is sad, and shouldn't happened but war is a mass and things like this happen. The e-mail, however, explains why this mistake happen and if Mr. Annan would actually listen to the UN people in the area he would:
    1. act to stop the Hezbullah from using UN posts as shelters
    2. Not blaming Israel for deliberately attacking the UN post.

I do think that if the Israelis knew that the UN base in Lebanon was used as a cover, they should have warned the UN observers like they did with the foreign gov'ts. The warning was to go and get their citizens out of harm's way, they should have also done that with the UN observers.
BUT..the reason I dropped in today was that, as we're out with the family eating at the Schlotzky's, my husband reading the newspaper and I could read on the back that Israel was calling up 15,000 reservists so I immediately thought of you! Are you included? I'll cross my fingers and hope you won't, even though I know you feel that you ought to be there...if you're going and you need to get ready quick without letting me/us know..take care, I will pray for your safe return,
    Ingrid
