Kofi Annan has a problem, a real complicate problem. Mr. Annan needs to create an image that the Israeli conditions are being fulfilled before Israel will complete its withdrawal from South Lebanon and remove its blockade. However the mandate for the renewed UNIFIL will not include actual enforcement of disarming the Hezbullah. In addition Mr. Annan is unacceptable, and unwilling, to have UNIFIL troops on the Eastern Lebanon border, that will enforce the weapon embargo as part of UN resolution 1701.

However Mr. Annan is experienced diplomat and he was able to produce very creative solution. Today he announced that Syria will help enforcing the weapon embargo by:

UN Secretary-General Kofi Annan said Friday that Syria would step up border patrols and work with the Lebanese army to stop the flow of weapons to Hezbollah.
In a meeting in Damascus with Syrian President Bashar Assad, Annan also asked Syria to "use its influence" to help win the release of three Israel Defense Forces soldiers held by Lebanese and Palestinian militants allied with Damascus.
Syria will increase its own patrols along the Lebanon-Syria border, and establish joint patrols with the Lebanese army "when possible," Annan said after the meeting.

This would be very nice solution have the problem was weapon smuggling by some guerrilla organizations. However the weapon to the Hezbullah is being transported by Iran to Syria officially and then being transported to the Hezbullah by the Syrian. Would Syria want to enforce the embargo it will simply stop the official armament operation. But Mr. Annan doesn’t care that the Syrian are dishonest; He only want to create an illusion that would provide an excuse to avoid deploying UNIFIL forces in the border with Syria and in the same time to appear as enforcing UN resolution 1701.

Instead of building real solutions and enforcing the UN cease fire resolution, which hopefully provides the initial step toward stable and peaceful resolution, the Mr. Annan expect Israel to play the same part the Czech played in 1938.
