While Mr. Martin is getting "very upset" by the latest Verizon and Bell South surcharge he is part of the system that see in Telecom taxes as:

broadband and, in particular, wireless services are increasingly viewed by state and local governments as the golden goose for raising new revenue. The state and local tax burden on communications is now two and a half times what it is for other businesses … Today in some states, taxes on cell phones exceed that of liquor and tobacco.

More upsetting is the understanding that higher taxes are not the will of the people and have negative results, therefore the local and federal government

Hence, the growing interest in targeting tax increases to divide taxpayers into smaller groups and minimize voter backlash.

Or in other words deceiving the voters into higher taxes…

Now I wonder what is more upsetting: $1.25 - $2.83 surcharge of Verizon or a system that doing exactly the same thing in larger magnitude and with no way to avoid it?
