It is too tempting
Regardless of how one oppose taxes, the increasing involvement of government in any aspect of our life, and many other aspects of Liberty most voters would have like to know that their tax money is being handled with the outmost carefulness and is not being wasted. These voters would have liked if their elected representatives would have remembered that at the end of the day, the money they are spending is the public’s money.
This is one of the reasons that the Democrats promised to reform the pork barrel practicing. But, as usual, election promises and practice are completely different things:
WASHINGTON - After promising unprecedented openness regarding Congress’ pork barrel practices, House Democrats are moving in the opposite direction as they draw up spending bills for the upcoming budget year.

Rather than including specific pet projects, grants and contracts in legislation as it is being written, Democrats are following an order by the House Appropriations Committee chairman to keep the bills free of such earmarks until it is too late for critics to effectively challenge them.
It will be a mistake to argue that this practice is limited to the Democrats. The relative ease and the ability to bypass the process - that provides some examination for the necessity of such spending - are way to tempting for those representatives to give up. And since they know that not only it would not damage their next campaign, quiet the opposite - since many of these pet projects aimed toward donors and lobbies, there is very little chance to see it stopping.
